Legislative Decree 60/2024, in force since May 8th (published in the Official Gazette 105 of May 7th and currently being converted into law in the Senate), provides for a 100% reduction in social security contributions, for 24 months, in favor of employers who hire, in the period from September 1st 2024 to December 31st 2025, young people, women in specific conditions and workers in the regions of the South and the Islands.
Permanent employment for young people, along with the transformation of fixed-term contracts into stable contracts, will also be encouraged.
Workers who are eligible for the contribution bonus must possess certain characteristics while also respecting several constraints in order to benefit from the aid.
For example, also in this edition of the youth bonus, the under-35 employee to be hired must never have had a permanent contract.
Women must have been out of work for at least 24 months; in the case of women residing in the South, in the Islands or in areas eligible for EU structural funds, it is sufficient having been unemployed for at least 6 months.
Finally, the contribution bonus for hiring in the Single Special Economic Zone for the South is intended for employers who hire up to 10 employees who are over 35 years of age and who have been out of work for at least 24 months.
Incentives for hiring young people and staff in the Southern Regions are subject to approval by the European Commission, as opposed to the bonus for women.
However, the latter is only granted to companies that employ disadvantaged women and record a net increase in employment. A strict criterion to benefit from the bonus.
Youth bonus
Contribution exemption with a maximum limit of €500 per month (€650 in the Southern Regions and Islands) up to 24 months for employers who, from September 1st 2024 to December 31st 2025, hire young people up to 35 years of age who have never had a permanent contract or stabilize them. This bonus does not apply to domestic or apprenticeship contracts and is subject to EU approval.
Bonus women
Contribution exemption with a maximum limit of €650 per month, for 24 months, for employers who hire women residing anywhere and without regular paid work for two years, or women without regularly paid work for at least six months, residing in the South and in the Islands. Recruitment must lead to a net increase in employment.
Bonus South
Contribution exemptions with a limit of €650 per month, for 24 months, for employers who hire up to 10 employees and on a permanent basis, from September 1st 2024 to December 31st 2025, in a site or production unit in Abruzzo, Molise, Campania, Basilicata, Sicily, Puglia, Calabria and Sardinia, workers over 35 who have been unemployed for at least 24 months. This bonus is subject to EU authorization.
